"What is the difference between a Graphics TOOL and a Graphics VIEWER?"

Some TOOLs are viewers (ie ToyViewer)
	but also allow you to manipulate files, etc

If it simply allow you to see a graphic, but not change it
	then it is a Viewer

If it allows you to modify/tweak/etc
	then it is a tool
